Here is the factor that makes this choice different from most "bigger is cheaper" decisions. Once reconstituted, HCG is generally used within about 30 days refrigerated. If you reconstitute an entire 10000IU vial at once but your protocol only uses a few thousand IU in a month, the ~30-day window — not the unit count — may govern, and some material could go to waste.
